The Cedar Crescent Village (CCV) development for Port Elgin's main beach, has its 50-year land lease from Saugeen Shores.
In a recorded vote, Councillor Matt Carr voted against the project while Councillor Jami Smith declared a conflict and left the room.
Everyone else voted in favour.
Development spokesperson Pier Donnini says the past year was difficult getting to this point but now there's a lot of work ahead.
Donnini says on his wish list is to have the grand opening of the village on Canada Day, 2021.
He says they hope to set up an advisory group to help most with the issue of “aesthetics.”
Donnini says they won't be turning the buildings a quarter-turn as was suggested several weeks ago by the Beach Preservers group.
He says, “That design was very self-serving. Had many months of opportunities to work with us and picked a different route and that's the way it goes.”
Councillor Carr voted against the project because of non-compete clauses and the length of the deal.
Carr says the deal is not 50-years but 52-years because the CCV group has two years after the lease to vacate the premises if that's they way they choose.
However, Carr indicated he will likely support the project from here on in.
The approved lease is on the town's website.
