He applied for a permit to the Conservation Authority — but was denied because of their policy against fill.
Fox obtained severances in 1995 to build a new home on Bayshore Road just north of Leith.
Meaford Council voted last week to support Fox — although not much can be done if the Conservation Authority continues to deny his permit.
