The OPP are calling for the mandatory use of lifejackets when people are boating on the water.
Commissioner Julian Fantino wants a review by Transport Canada after the number of tragedies on Ontario waterways this summer.
Police stats show that 70 percent of deaths this season happened after a boat overturned unexpectedly, or someone onboard fell into the water.
The OPP say 23 people lost their lives in 2008, and 20 people have died so far this summer.
Only 2 casualties this year were wearing lifejackets.
The OPP say many of those deaths would have been prevented if lifejackets were used.
