Orillia City Council has approved the COVID-19 Emergency Measures By-law.
It further enforces the restrictions put in place by the City’s Emergency Management Committee to help stop the spread of COVID-19 in the community.
Individuals not adhering to the emergency measures contained in the by-law can now be fined up to $100,000 for each offence.
Municipal regulations under the COVID-19 Emergency Measures By-law include:
· Prohibiting people, including children under the age of 16, from maintaining less than 2 metres (6 feet) distance from one another in any public place (other than people they live with);
· Prohibiting businesses from permitting people to be seated or to be standing less than 2 metres (6 feet) apart whether inside or outside the business (other than people they live with, or the employees of the business);
· No person shall enter the Couchiching Beach Park boat launch or Collins Drive boat launch;
· No person shall enter or moor a boat at the Port of Orillia;
· No person shall hold a garage/yard sale.
The emergency measures set out by the provincial government are not contained within Orillia’s COVID-19 Emergency Measures By-law, as they are already enforceable by Municipal Law Enforcement Officers (MLEO).
Those measures include, but are not limited to:
· Prohibiting organized public events and social gatherings of more than five people (other than people within a household).
· Closure of places of non-essential businesses.
· Closing of all outdoor recreational amenities, including:
o playgrounds
o benches
o sports fields
o basketball and tennis court
o off-leash dog parks
o frisbee golf locations
o beaches
o skateboard and BMX parks
o picnic areas
o outdoor community gardens
o park shelters
o outdoor exercise equipment
o condo parks and gardens
o provincial parks and conservation reserves
Green spaces in parks and trails remain open for walkthrough access. Individuals using these green spaces are required to keep at least two metres away from others, unless they are members of the same household.

To report individuals who are violating emergency orders issued under the Emergency Management and Civil Protection Act, please call the Ontario Provincial Police non-emergency number at 1-888-310-1122.
