
Bruce County is looking to implement a new 10-year Housing and Homelessness Plan.
The county engaged SHS Consulting Inc. during the third quarter of 2025 to develop new housing targets.
The targets are meant to support the development the new Bruce County Housing & Homelessness Action Plan.
Bruce County Human Services Director Tina Metcalfe said that the work that’s been done by the cross-functional housing team is important to establish 10-year housing targets.
“The work is important to establish collaborative targets to take focused, bold, and coordinated housing action over the next decade, and to understand future needs of Bruce County in order to shape effective housing policy and develop strategies to provide safe, appropriate, and affordable homes, and to develop measurable targets across the housing continuum that will allow us to actively monitor the impact of strategic actions,” she said.
At the Bruce County Housing Forum that held in November 2025, staff shared and discussed the initial county-wide targets with municipal leaders, non-profit organizations, and local housing developers.
“As addressed at the forum, by setting targets over a decade rather than annually, there can be flexibility in the development of these units, while still maintaining a clear long-term vision for housing growth,” Metcalfe explained. “Since the forum, further analysis has occurred to develop housing targets on a regional scale. This will help ensure that future housing supply, aligns with the needs of residents within the lake shore, peninsula, and inland areas, recognizing that the targets may need to be revisited, should large-scale infrastructure projects be proposed that could impact demand in a particular area.”
Bruce County’s housing targets encompass the full range of housing options with the projected units allocated as follows:
– 13% deeply affordable community, supportive and transitional housing;
– 15% affordable rental/ownership;
– 20% private rental units;
– 52% home ownership
The new plan includes a minimum target of 4,040 new housing units.
Council received the report for information during Thursday’s meeting.
