A developer is hoping to get going on third phase of the Westlinks subdivision in Port Elgin soon.
The existing development is on the east side of town along Bruce Road 17 by The Club at Westlinks Golf Course.
In a presentation November 17th during a public meeting, Patrick Matkowski with Montieth Brown Planning Consultants spoke on behalf of the developer Redhawk Construction. He explained the aim of a third phase of construction with slight changes to a 2015 plan is to provide a more balanced mix of low and medium density residential uses and parkland.
It would consist of roughly 423 residential units with the option of a commercial component, along Bruce Road 17 if there is market demand for it. It could include 28 single detached dwellings the potential for up to 162 townhouse dwellings, the potential for up to 198 apartment units and then 1,400 square metres of mixed used commercial/residential.
It would relocate the golf course driving range to a different portion of the land.
“Under the former master plan, we have phase three which was envisioned for a mix of townhouse dwellings, apartment dwellings and a mix of commercial and residential buildings, and that foundational intent remains, though the layout and composition has evolved through the current proposal,” said Matkowski.
Matkowski told council, the revised version of an earlier master plan, “Builds upon the original community vision while also responding to current housing demands.” He added, “The applications before council tonight seek to permit a mix of single-detached dwellings, townhouse dwellings and apartment dwellings which may take the form of a mixed-use building with commercial at-grade or standalone residential buildings. This revised mix has been introduced to better align with current market conditions and observed housing preferences through the development of phase one and two and to provide greater housing diversity.”
He added, something that’s new to these development lands in this proposal that wasn’t envisioned previously was the expansive public parkland block. Matkwoski said, “That’s intended to provide access to open space for residents and help strengthen connection to surrounding neighbourhood and golf course amenity.”
No decisions are being made at this stage. A staff report on the presentation and public meeting is expected to come to council in the new year.
