The judge for the Collingwood Judicial Inquiry has released his final report containing 306 recommendations.
The inquiry hearings looked into the sale of half of Collus to PowerStream in 2012 and the spending of the proceeds on two recreation facilities.
Associate Chief Justice Frank N. Marrocco says this is not a trial and he does not make findings or criminal or civil liability.
He does find that there were unfair bidding practices, unfair procurement, conflicts of interest, inaccurate and misleading council reports, misuse and inappropriate disclosure of the town’s confiential information.
His report specifically states the absence of a clear understanding of conflicts of interest was obvious and disturbing.
The report recommends that the Town of Collingwood council should issue a public report
on the first anniversary of the release of this report describing council’s response to these recommendations.
Collingwood Mayor Brian Saunderson says the answers Justice Marrocco has given are very compelling and important and this is a significant investment for the community.
The inquiry costs are currently pegged at 7.1 million dollars.
