If former Ontario Health Minister David Caplan has his way, every water user in Ontario would be metered on a user pay system.
Caplan says Ontarians should pay the full cost of having safe drinking water.
He says it would help pay for much needed upgrades to pipes and other infrastructure.
He uses Toronto as an example where they have a minimum of 4-watermain breaks a day because of outdated infrastructure.
He believes the same is true is many other communities.
Caplan says his private member’s bill follows up on leftover business from the Walkerton inquiry.
He says Canada has one of the worst rates of water re-cycling in the world because we don’t have methods such as water metering.
Caplan is also calling for the formation of an Ontario Water Board that would make sure every water utility had a good business plan that calls for infrastructure investment to keep our water safe and in a business plan that has sustainability.
